NEWBURYPORT — Mayor Donna Holaday last night formally introduced a Capital Improvement Program covering fiscal years 2014-2018 to city councilors, calling for $95.1 million to be spent on a wide variety of projects. The 107-page document does not call for the city to generate that much money, per se. Also, the spending budget for this fiscal year has already been taken care of, city officials say. Fiscal year 2014 began last July and ends on June 30. In a statement to councilors, Holaday said, “As you are aware, the city’s capital planning process has been historically both uncoordinated and inconsistent. “All projects listed under FY2014 have been funded through various means during this past fiscal year; all projects listed under FY2015 through FY2018 will require funding through a combination of sources. The mayor said that it is her hope that “the City Council will continue to recognize the value and importance to committing to funding planned projects and acquisitions on an annual basis. Dialogue in local electoral campaigns indicates that improvement of sidewalks and local streets is important to residents. Under the heading of outlays for local roadway repairs, the program earmarks $500,000 for the five upcoming years. Under sidewalks improvements, the following expenditures are planned for 2014-2018: $315,000 this year and $300,000 per year for the next four years. Fire Department: fire-engine replacement, $115,000. Police Department: $45,000, mobile data terminals. Parks Department: Bartlet Mall Frog Pond restoration feasibility study, $30,000. Planning and Development Department: senior community center, $1.2 million; central waterfront bulkhead project, $1.9 million; Inn Street, phase 2, partial brick repair project, $225,000. Also, Library, carpet replacement, $16,700. Schools, new Bresnahan Elementary, $21.4 million; Nock/Molin renovation, $13.9 million; Newburyport High School, woodwork restoration, $330,000. Water Department, enterprise fund, water-treatment plant upgrade, $1.7 million. Sewer Department, enterprise fund, wastewater treatment facility improvements, $2.2 million. Harbormaster enterprise fund, transient boater and harbormaster facility, $134,200. Many of the projects are being paid for through grants, state funding and/or debt exclusion. For instance, total cost for school projects for this year is listed at $41 million but about $39 million of that figure is being covered by financial participation by state education sources. Of the upcoming five-year period, this year appears to be the most active, due to spending on schools ($39.5 million). Other non-school project costs by department for this year are as follows: fire, $272,000; police, $68,000; planning, $3.8 million; information technology, $53,300; library, $20,150; highway, $1.1 million representing a total general fund expenditure of about $5.5 million. Municipal records show that when subtracting grants, state and federal funds, local net spending on capital improvements earmarked for this year was $1.6 million.
